OHA Public Health Division's - Health Security, Preparedness and Response Program ensures that Oregon's communities and hospitals have an improving level of preparedness for health and medical emergencies by supporting the development and testing of plans, providing training, managing volunteers and encouraging collaboration.

The Oregon Department of Human Services Office of Resilience and Emergency Management (OREM), works with partners across the state​ to help people in Oregon during emergencies. ODHS' OREM program a primary responsibility to coordinate with governmental and non-governmental agencies to address issues such as emergency assistance including, first aid and distribution of supplies like food & water, assessing human services needs, coordinating human services and reducing barriers, and addressing limited English proficiency needs ​during a major emergency or disaster. ​​​​​
