What is PESS Application Program?

The Psycho-Educational Sliding Scale (PESS) Application Program is a structured access initiative designed to ensure equitable entry into trauma-informed psychoeducational and behavioral health training programs.

This session provides a guided walkthrough of the official PESS Application, including eligibility requirements, financial assistance options, and program pathways. Participants will receive step-by-step support in completing their application and understanding how to access services aligned with their personal and professional goals.

This program operates under a standardized policy framework to ensure fairness, accessibility, and compliance with regulatory standards.

Effective April 1, 2026, the PESS Policy establishes equitable access to psychoeducational and behavioral health programs through a sliding scale model.

This initiative is implemented by THEESEEDS Institute in partnership with Women of Valor and is aligned with:

• Maryland Higher Education Commission (MHEC) regulations (COMAR 13B.01.01)
• Maryland Department of Health (MDH) standards
• Institutional financial and consumer protection best practice
  

Key Policy Components

Pricing Structure

• $25 per CEU (full-discount level; ≤100% of 2026 Federal Poverty Guidelines)
• $50 per CEU (standard rate)

Sliding Scale Discounts

• Based on household income and size, using the 2026 Federal Poverty Guidelines
• Automatic full-discount eligibility (nominal fee only) for individuals who are homeless or unstably housed (with verification)

Applicants may fall under one of the following:

• Entry-Level / General Public
• Paraprofessionals pursuing MABPCB credentials
• Licensed Clinical Professionals seeking micro-credentials or Continuing Education (CE)

Application & Verification Process

• Completion of the official PESS Application Form
• Submission of income documentation (valid within 90 days)
• Personal or professional goal statement
• Selection of preferred payment plan
