Asymmetrical warfare is one of the oldest forms of warfare. Adversaries use technology, tactics, and a host of strategies to seek and exploit their opponents’ vulnerabilities. On October 3, a Hudson Institute event will evaluate the advantages Taiwan could gain from asymmetrical approaches that leverage its geography, technological skill, and other innate features to enhance its defense. 
Hudson Senior Fellow Seth Cropsey will moderate a panel that includes Rear Admiral Thomas Brown (USN, ret.), Bryan Clark of the Center for Strategic and Budgetary Assessments, and Martin Murphy, a visiting fellow at the Corbett Centre for Maritime Policy Studies at King’s College, London.
 Dr. Seth Cropsey is Director of Hudson Institute’s Center for American Seapower. He began his career in government at the Defense Department as Assistant to the Secretary of Defense Caspar Weinberger and subsequently served as Deputy Undersecretary of the Navy in the Reagan and Bush administrations. There he was responsible for the Navy's position on efforts to reorganize DoD, development of maritime strategy, the Navy's academic institutions, naval special operations, and burden-sharing with NATO allies. In the Bush administration, Cropsey moved to the Office of the Secretary of Defense to become acting assistant secretary and later principal deputy assistant Secretary of Defense for Special Operations and Low-Intensity Conflict. Cropsey served as a naval officer from 1985-2004.
Rear Admiral (Lower Half) Thomas L. Brown II, USN, ret., (SEAL) served as Commander, Special Operations Command SOUTH from October 2010 to October 2012. Prior to his Flag Officer joint command, he served in his first flag assignment as deputy commander, Special Operations Command Europe (SOCEUR) from September 2009 to October 2010. He finished his career in the Navy as the Military Deputy at the National Geospatial Intelligence Agency (NGA), Springfield, Virginia in December 2013. He is now President of GVP Global Corporation and does consulting on political and military issues including space and special operations.
Dr. Martin Murphy is an internationally recognized expert on irregular and asymmetrical warfare at sea. He is the author of over 50 books, monographs, and articles. His most recent included a special report on Russian hybrid warfare produced for the Heritage Foundation and a study of maritime hybrid warfare in the Baltic produced for the Danish Centre for Military Studies. He is currently engaged on a major study entitled On Maritime Warfare: The United States and the Sea in the Twenty-first Century which is due to be published by Oxford and Hurst in 2017.
Prior to joining the Center for Strategic and Budgetary Assessments in 2013, Mr. Bryan Clark was Special Assistant to the Chief of Naval Operations and Director of his Commander’s Action Group, where he led development of Navy strategy and implemented new initiatives in electromagnetic spectrum operations, undersea warfare, expeditionary operations and personnel and readiness management. Clark served in the Navy headquarters staff from 2004 to 2011, leading studies in the Assessment Division and participating in the 2006 and 2010 Quadrennial Defense Reviews. His areas of emphasis were modeling and simulation, strategic planning and institutional reform and governance. Prior to retiring from the Navy in 2007, Clark was an enlisted and officer submariner, serving in afloat and ashore submarine operational and training assignments including tours as Chief Engineer and Operations Officer at the Navy’s nuclear power training unit. He is the recipient of the Department of the Navy Superior Service Medal and the Legion of Merit.
