USD School of Law is pleased to announce that the Honorable Patrick J. Bumatay, U.S. circuit judge of the U.S. Court of Appeals for the Ninth Circuit. will deliver the 2024 Bowes-Madison Distinguished Speaker Series on Tuesday, November 12, Grace Courtroom, Warren Hall.


About the Speaker

Hon. Patrick J. Bumatay | Judge, U.S. Court of Appeals for the Ninth Circuit

Patrick J. Bumatay was confirmed as a U.S. Circuit Judge for the U.S. Court of Appeals for the Ninth Circuit in December 2019. He is based in San Diego, California.

Prior to his appointment, Judge Bumatay served as an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of California, where he was a member of the Appellate and Narcotics Sections. He also served as a Counselor to the Attorney General on criminal law issues, including on national opioid strategy and combating transnational organized crime. Judge Bumatay has also worked in the Office of the Deputy Attorney General, the Office of the Associate Attorney General, and the Office of Legal Policy at the U.S. Department of Justice. Judge Bumatay has twice received the Attorney General’s Distinguished Service Award.

Judge Bumatay previously worked as an associate at Morvillo, Abramowitz, Grand, Iason, and Bohrer in New York, New York. Judge Bumatay clerked for the Honorable Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit and the Honorable Sandra L. Townes of the U.S. District Court for the Eastern District of New York. Judge Bumatay earned his B.A., cum laude, from Yale University and his J.D. from Harvard Law School.


About The Joan E. Bowes - James Madison Distinguished Speaker Series

Established by long-time La Jolla resident and civic activist Joan E. Bowes, the speaker series was created to promote the open exchange of ideas and to inspire law students and other members of the San Diego community. Bearing the name of James Madison—fourth president of the United States and "Father of the Constitution"—this annual series brings distinguished speakers from the fields of law, diplomacy, government, and politics to the University of San Diego.

Registered attendees will be sent a parking validation code for the Main Parking Structure. The code will be sent via email to the address you used to register for the event. The code is only valid Tuesday, Nov. 12, starting at 4:30pm.


Parking On Campus

General Visitors include those who are on campus for tours, events and athletic contests. Parking e-permits are required between 7:00 a.m. and 7:00 p.m., Monday through Friday, including vehicles displaying an ADA placard.The following locations have no maximum time. In these areas, vehicles must have a valid USD parking permit OR pay at a pay station or on the ParkMobile app. Those individuals with valid USD parking permits are not required to pay in these areas:

  • MPS (Main Parking Structure)
  • WPS (West Parking Structure), W1 (West Parking Lot), and W2 (Gravel Lot)

The rates for parking in metered areas are $2.50 per hour and $18.00 for the full day.

  • 30 minutes - $1.25
  • 1 Hour - $2.50
  • 2 Hours - $5.00

The pay stations on campus accept coins as well as Visa & Mastercard credit/debit cards. They do not accept cash or American Express cards.

All paid parking areas at USD operate as pay-by-plate. This means that a license plate number is required when making a payment at the pay station. It may be helpful to take a picture of your license plate after you park your vehicle. Once you have made your payment, there is no need to display your receipt on your dashboard. PARKMOBILE APP

Additional Information

When visiting USD, please plan ahead and allow yourself ample time to park your vehicle, pay at a pay station, and take the tram to your desired destination or event.

  • Tram Service - A Tram service is offered free of charge from WPS (West Parking Structure) up to main campus. The tram runs every 5 to 7 minutes. A complete tram schedule is available on the Tram Services Website.
  • Restricted Spaces - You may not park in USD Only spaces, Tow-Away spaces, or reserved spaces.
  • Posted Signs - Please read all signs posted on cones and/or barricades before parking to ensure you don't park in an area that is reserved or closed.
  • Timed Spaces - Loading zones and time restricted spaces are enforced 24 hours a day, 7 days a week. You may only park in these spaces/areas for the amount of time indicated in the space/area.
  • Metered Spaces - You may park in metered spaces for under the time allotted and must pay at the Pay Station or on the ParkMobile app.
