Mr. Dwight Norton is the Chief Planning & Capital Projects Officer for the New Orleans Regional Transit Authority (RTA) where he leads development of service plans, major initiatives and capital projects to transform public transport in the region into a world-class service. A New Orleans native and reformed engineer, he returned home in 2007 to work in the rebuilding and reimagining of the city. After a dozen years in consulting on housing, land-use and transportation planning for projects throughout the region and United States, he worked as the mobility coordinator for the City of New Orleans, a first step to link transportation policies and initiatives to be more effective, equitable and resilient. Mr. Norton has been with RTA for over four years where he oversaw the implementation of a complete redesign of the agency’s bus routes, launched the development of the region’s first rapid transit corridor and established the agency’s first 5-year Capital Improvement Program with over $650 million of projects in the pipeline. Dwight has a B.S. in mechanical engineering from Northwestern University and M.S. in control systems from
