The space domain is undoubtedly of vital importance and it is ever evolving. There is a growing recognition that space is not only a realm for scientific exploration and satellite communication but also a critical arena for national security, enabling the United States to respond effectively to crises worldwide. Mr. David Lee, from the Naval Information Warfare Center (NIWC) – Pacific, will present on what the current state of the space environment is, what are some of the threats today and how they are being addressed. He will also provide an overview of NIWC – Pacific’s Space Portfolio.
As many will recall, in 2019, Space and Naval Warfare Systems Command (SPAWAR) changed the names of its Echelon III systems centers, including SPAWAR Systems Center Pacific in San Diego, to Naval Information Warfare Centers Atlantic (NIWC). NIWC’s mission is to Conduct research, development, prototyping, engineering, test and evaluation, installation, and sustainment of integrated information warfare capabilities and services across all warfighting domains with emphasis on Basic and Applied Research and Tactical Systems Afloat and Ashore in order to drive innovation and warfighter information advantage.

Mr. David Lee is the Portfolio Manager for the Space Systems/Capabilities efforts-projects-programs at NIWC-PAC, within Space and Intelligence Systems Department . In this role since 2020, he coordinates all activities at NIWC-PAC related to Space Systems-Capabilities in support of Navy Space Strategic Goals.
Mr. Lee’s successful intelligence community and acquisition career spans over three decades and includes responsibilities in program/project management, systems engineering and intelligence support. Prior to joining NIWC PAC in San Diego in 2009, he spent 8 years with the Central Intelligence Agency (CIA) as a Program Management Engineer. Mr. Lee’s prior assignments include various roles in the the Defense Intelligence Agency, Joint Staff J2, National Reconnaissance Office, White House National Security Council , and Dept of Homeland Security.
Mr. Lee earned a Bachelor of Science, Information and Computer Science from UC-Irivne, and completed a Postgraduate Certificate from Postgraduate Intelligence Program Joint Military Intelligence College, Defense Intelligence Agency. He has received numerous recognitions from the Navy, SPAWAR, the CIA, NRO, DIA, Joint Chiefs of Staff and letters of appreciation from the Vice President and the Assistant to the President of National Security Affairs for Presidential Supporting during Operation Iraqi Freedom.
