The Trump Administration has pursued a muscular view of the presidency that often circumvents Congress to pursue its goals. In this discussion, we examine instances when Congress has and has not utilized its powers from Appropriations to oversight to assert its authority. We look ahead to the 2026 midterms to consider the factors that will shape the election and how the power dynamics could change depending on the outcome of the election.

Michele Swers is Professor of American Government at Georgetown University. Dr. Swers's research encompasses Congress, Congressional elections, and Women and Politics. She has written two books about women, representation, and policymaking in the House of Representatives, The Difference Women Make and, in the Senate, Women in the Club. She also co-authors the textbook, Women and Politics: Paths to Power and Political Influence. 5th Edition. Swers's work on bill sponsorship, campaign finance, and Congressional policymaking on women, children, and family issues appears in multiple academic journals and book chapters. Her current research examines the politics of abortion in Congress and Democratic and Republican proposals to address caregiving issues including child care, family leave, and the child tax credit.
