Background:
According to Statistics Canada, 2011 Census, 45% of the Region’s total population was born outside of Canada. It is a well-known fact that newcomers experience higher unemployment rates than Canadian born residents. In 2015, the average unemployment rate for 25 to 54 years old Canadian-born residents in Toronto CMA was 5.3 %, compared to 9.6 % for the same age group of newcomers new to Canada in the last five years. Integration of IEPs into the labour market is a priority to ensure the region's ability to grow and prosper.
