Transforming Cyber Threat Intelligence into Actionable Guidance for Operational Technology (OT)

This presentation demonstrates how a Cyber Threat Intelligence report is transformed into a business case and cyber-informed OT staff guidance leveraging the decision intelligence technology stack. This technology stack leverages text analysis, sequence analysis, adversary emulation, physics-based modeling, business impact analysis, Bayesian risk analysis, and Retrieval Augmented Generation (RAG)-based generative AI to support decision-making.

By leveraging a cyber-physical emulation environment, analysts generate detailed profiles of observable events linked to adversary behaviors. These detailed profiles inform the Bayesian Attack Model (BAM), which quantifies risk and supports the identification of decision thresholds for end users. Using insights, analysts develop tailored threat guidance that is both practical and directly applicable for engineers, shift supervisors, and field operators. The data gathered from this workflow is combined with relevant market data and retrieved by an LLM to provide both a business impact analysis and OT staff guidance.

This first session will explore a streamlined approach that turns intricate cyber threat data into practical directives, enhancing the cyber resilience of OT operations.

Instructor Bios:

Scott Bowman

Scott's research has contributed to DOE-funded research for OT cybersecurity programs. His accomplishments in an award-winning publication on Bayesian risk analysis for OT cybersecurity and contributing to the development of various OT cybersecurity tools. Prior to working at INL, he was an Information System Security Manager for the Air Force Education and Training Command at Randolph Air Force Base in Texas. He is a Major in the United States Army, where he has spent eight years as an Active-Duty Infantry Officer and five years as an Information System Engineer in the Reserves. Prior to joining the Army, he spent three years as a Project Manager at the South Texas Project Nuclear Operating Company. He is a graduate of SANS Technology Institute’s Industrial Control System Cybersecurity and Digital Forensics and Incident Response Graduate Programs, Syracuse University’s Master of Science in Information Management and Security program, and the University of Oklahoma’s International Relations and Russian language program.

David Hendrawirawan

A seasoned leader in AI, data strategy, and technology commercialization, David Hendrawirawan empowers organizations, executives, and management teams to maximize their capacity for AI-driven innovation. With expertise spanning data analytics, information security, and privacy, he develops and executes digital offense and defense strategies to accelerate value realization.

Currently a Principal Advisor at Informatica, he advises enterprises on AI-ready data strategy, governance, and architecture. He teaches AI & Data Governance, Cybersecurity & Privacy at the University of Texas at Austin and is currently serving on the Board of Directors for Heat Transfer Research Incorporated (HTRI), a research and software firm serving global enterprises in energy, chemical, and sustainability sectors.

Previously, he held leadership roles at Deloitte, Dell, and Grant Thornton. An entrepreneur and investor in STEM education, he owns a coding academy focused on advancing AI, data, and cybersecurity literacy.
