The Universal Service Fund covers some of the costs of: <ul><li>school and library connectivity</li><li>rural broadband and telecom deployments; </li><li>low-income connectivity; </li><li>and a rural telehealth program.</li></ul>Funds come from companies that offer interstate and international long-distance telecom services (i.e., voice services). Reasonable as a mechanism to assure universal land line phone service, but in this age of predominant broadband internet based communications, it's become outmoded.New legislation seems to be in the works. <a href="https://www.lightreading.com/broadband/senate-seeks-input-on-future-of-universal-service-fund" title="https://www.lightreading.com/broadband/senate-seeks-input-on-future-of-universal-service-fund" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Senate seeks input on future of Universal Service Fund</a> Doug and John return to help us explore proposed alternatives in search of a new consensus. From Telcompetitor:"The two main solutions that are being proposed involve expanding the contribution base to include.<ul><li>Broadband Internet Access Services (BIAS)</li><li>Edge Providers (Such as Netflix, Microsoft, and Amazon)</li></ul>The commission doesn’t favor the idea of taxing broadband, saying that it would result in higher end-user fees. Instead, widening the contribution base to include big-tech has gained the most support in the commission.The argument is that streaming platforms (Netflix, Hulu, etc.) account for 75% of the total network traffic in rural areas. Since these companies are profiting the most from USF-funded infrastructure, they should be contributing to the fund, rather than the consumers."
