Pre-Award Conference (PAC)

It is a requirement of all entities doing business with the department of Housing Preservation and Development ("HPD"), at the prime or subcontract level, to acquire a Pre-Award Conference (PAC) certificate. The conference is required in accordance with Federal Executive Order No. 11246 ("E.O. 11246") and 50.40 (C) (ii) and 50.42 (A) of Executive Order No. 50 ("E.O. 50") Final Rule. The PAC provides an overview of the equal opportunity, labor standards, business enterprise and fair housing obligations that may be found in HPD contracts. The PAC certificate is valid for three (3) years.
