Opportunity Zone Training: Session One

The City of Bluefield's Board of Directors decided to take their destiny into their own hands and formed the Community & Economic Development Department (CED) on April 17, 2015. The CED was created to take an aggressive approach to economic and community development for the City. In 2019, the city received a grant to form the Bluefield Economic & Development Authority (BEDA) under the Blueprint Community Initiative. The CED and BEDA have taken a three-prong approach to economic growth in the City and the region:To support existing business and industry to help them diversify and grow. This is done through a Business Retention & Expansion Program.Cultivate entrepreneurship and innovation.To attract new industry, especially in the “TEAM” sectors. TEAM stands for Technology, Energy, and Advanced Manufacturing.

Session One: Local Economic Development OrganizationsThis session will empower Economic Development Organizations to answer questions their constituents may have about Opportunity Zones.  <ul><li>Developing a Community Prospectus</li><li>Guidance for market outreach for all of the regional QOZs</li><li>Market research/demand assessment</li><li>Structuring of the deal and financing</li><li>Identify prospective project developers and business operators</li><li>Outreach to market finance and OZ investors</li><li>Learn how to leverage the OZ Program with other programs such as New Market Tax Credits and Historical Tax Credits</li><li>Role non-profits can play in QOZ Developments and QOZBs</li></ul>Questions about this session should be sent to Jim Spencer at jspencer@bluewv.org
