The NYC Dept of Small Business Services (SBS), in partnership with the NYC Dept of Design and Construction (DDC) and the NYC Dept of Transportation (DOT), has developed the NYC Construction Ramp-Up Program to prepare NYC-certified Minority- and/or Woman-owned Business Enterprises (M/WBEs) to successfully compete for and perform Pedestrian Ramp Rehabilitation project work throughout the City of New York.


More than 180,000 sidewalk corners in the five boroughs of NYC will need to be rehabilitated to comply with Federal Americans with Disabilities Act (ADA) standards. The City's Pedestrian Ramp Rehabilitation Program is anticipated to be a $5 billion program over the next 25+ years.


This educational training program is designed to help NYC M/WBE firms in the construction industry who specialize in or have the capacity to perform concrete curbs, sidewalks and related flatwork understand requirements and build their capacity to qualify for this project work and an upcoming M/WBE Pre-Qualified List (PQL).


Deadline to apply is Friday, May 3, 2024 at 5:00PM.


The Spring-Summer 2024 Cohort is anticipate to begin in May/June 2024, and will be held as a mix of mostly virtual and in-person sessions. Start date will be announced in March 2024 and the first class session will be held in-person.



Program Applicant Eligibility: The Program is open to NYC-certified M/WBE businesses, located in the NYC and surrounding area, and who fulfill the eligibility criteria for the program (see NYC SBS Construction Ramp-Up website for more program details):


  • OWNER (or co-owner with decision-making authority) of a construction or trade firm
  • Certified by the City of New York as an M/WBE, or has submitted a complete NYC M/WBE certification application prior to the cohort start date
  • Experience in concrete or related trade work
  • Experience successfully completing concrete-related projects at a minimum per-project value of $100,000
  • Minimum annual revenues of $250,000
  • Commercial or government project experience
  • Can commit to the 12+-week period of the Program
  • C an provide a business plan, business profile, business growth plan, or Capabilities Statement (you will be asked to submit at least one of these documents to SBS via email upon receipt of your application)

All data entered on this application will be kept confidential.


Accepted participants will be expected to attend ALL classes and one-on-one mentoring/counseling sessions over an anticipated 12-session/12+-week period. Weekly class sessions will be held every Thursday from 9:00am – 12:00/1:00pm. A syllabus, including additional sessions conducted outside of class sessions, will be provided before or at the first class session.
