Summary

The Chicago Department of Public Health (CDPH) and the Illinois Department of Public Health (IDPH) cordially invite you to participate in Managing Crisis Care During Catastrophic Events: 2019 Crisis Standards of Care Tabletop Exercise. This discussion-based exercise will focus on evaluating the IDPH Emergency Support Function-8 (ESF-8) Plan: Catastrophic Incident Response (CIR) Annex concepts to a catastrophic incident, known as Crisis Standards of Care. (CSC) The exercise will be compliant with the Homeland Security Exercise and Evaluation Program (HSEEP).

Since July 2013, the Illinois Department of Public Health (IDPH) and Chicago Department of Public Health (CDPH) have jointly developed Crisis Standards of Care (CSC) for our state. The Critical Incident Response (CIR) Annex supports the IDPH ESF #8 Plan by providing guidance to Illinois emergency response stakeholders on crisis care and resource allocation for patients during a catastrophic incident. It also outlines the state level response when local, regional or state healthcare systems are incapacitated.

The purpose of this year's CSC tabletop exercise is to provide an opportunity for hospitals, public health, emergency medical services professionals, and other healthcare partners to continue the familiarization and application of the CIR Annex, apply the Healthcare Coalitions' regional response plans to facilitate discussion of the regional coordination principles in the CIR Annex, and to discuss the implementation of resource and asset prioritization in austere environments.

This year’s tabletop exercise extends the 2018 discussion towards a focus on coordination of resources given austere operational environments, prior examples when your facility's process to address ethical issues was utilized, and finally the triggers that return stakeholders to convention care. Lessons learned and participant recommendations from last year’s tabletop exercise have been incorporated into stakeholder discussion topics.

1. What are the objectives of the exercise?

Objective 1. To apply Healthcare Coalition regional response plans to address prioritization of resources and their coordination challenges in an austere environment.

Objective 2. To discuss the processes associated with addressing legal and ethical considerations in an austere environment.

Objective 3. To identify the triggers that signal the transition from austere to conventional medical care.

2. Will a Situation Manual be provided?

Yes, a Situation Manual (SitMan) will be sent to the email address you used to register for this exercise. The SitMan and the CSC Tabletop Exercise slides will be sent to you during the week prior to the exercise. In advance of the exercise you will also be provided with the After Action Report from the 2018 CSC TTX and with a web link to a CIR/CSC training document.
