About this event

FEMA's Grant Programs Directorate will conduct the Fundamentals of Grants Management course for recipients and sub-recipients currently receiving FEMA financial assistance. The course is part of the Grants Management Technical Assistance (GMTA) Program and is designed to enhance the recipient's ability to administer their federal financial assistance.

Target Audience

  • Current FEMA recipients and subrecipients
  • Direct recipients of FEMA federal financial assistance
  • Individuals with less than 10 years of grants management experience

This course covers high-level grant management principles with the understanding that processes may differ from program to program requiring recipients to pay close attention to their Notice of Funding Opportunity (NOFO) and/or Program Guidance for specific regulations, rules, and requirements.

Upon completion of the course, participants will be able to:

  • Improve collaboration among policy, program, and financial staff to integrate grant management functions.
  • Identify applicable regulations and navigate and apply 44 C.F.R. and 2 C.F.R. 200.
  • Apply proven business practices related to the grant lifecycle to increase efficiency and meet grant management priorities such as strategic planning, organization, program implementation, staff training, monitoring, reporting, and audits.
  • Develop or revise policies, procedures and practices in critical areas of grants management such as monitoring, procurement, source documentation, payments, and equipment inventory.
  • Prepare for Federal monitoring and subrecipient monitoring.

Prerequisites:

Participants must be direct recipients or subrecipients of FEMA grants.

This is an Emergency Management Institute (EMI) certified course that requires the completion and submission of FEMA Form 119-25-1 (application).

Applicants will need to put their Student Identification (SID) in place of their social security number on the application form. If you do not have a SID, follow these three steps to obtain one:

  1. To register go to: https://cdp.dhs.gov/FEMASID
  2. Click on the "Register for a FEMA SID" button in the middle of the screen.
  3. Follow the instructions and provide the necessary information to create your account.

Federal Employees and Tribal Partners: Your supervisor must sign a completed FEMA Form 119-25-1 application and then forward to FEMA-R10-Training@fema.dhs.gov

State and Local Attendees: All FEMA Form 119-25-1 applications must be submitted to State Training Officer Karen Layng at Karen.Layng@state.or.us
