Draft Surplus Land Act Guidelines Webinar

HCD provides leadership, policies, and programs to preserve and expand safe and affordable housing opportunities and promote strong communities for all Californians. By administering programs that provide grants and loans (from both state and federal housing programs), HCD creates rental and homeownership opportunities for Californians from all walks of life, including veterans, seniors, young families starting out, people with disabilities, farmworkers, and individuals and families who are experiencing homelessness. Over the last three decades, HCD has provided more than $3 billion of funding for the development of affordable housing and associated infrastructure.

HCD has drafted guidelines to implement recent changes to the surplus land act (AB 1486, Ting) to increase available land for housing.

<p>Assembly Bill 1486 (Ting, 2019) revised the Surplus Land Act to better connect developers who are interested in building more affordable homes to surplus local public land that is both available and suitable for housing development. Beginning January 1, 2021, HCD will begin reviewing local agency surplus land dispositions to ensure compliance with the Surplus Land Act, providing increased technical assistance to local governments, and cooperating with the Attorney General’s office to enforce the act as necessary. These guidelines are intended to assist local agencies by establishing uniform standards to by which the surplus land act will be implemented.</p>
