This is an invite to Part 2 of a two-part Teach-In on devolution and tax for tax policy officials in HMT and HMRC (including VOA). New starters, and those simply wanting a tax devo refresh are welcome to join.
These sessions aim to improve your understanding of the political context in Scotland, Wales and Northern Ireland and the UK Government's strategy for the Union as well as set out how tax fits into this wider picture. This will help to inform your thinking, advice and briefings on tax policy measures for fiscal events as well as day-to-day tax policy work. We will help shed some light on what the Scottish Government, Welsh Government and Northern Ireland Executive priorities and future thinking is on tax.
Part 2: Policy Implications (Tuesday, 6 December 2022, 3:00pm-3:50pm) will cover:
• Policy Implications/Devolved Administration (DA) engagement: How to think about the Union and devolution in tax policy development and how to engage with the DAs.
• Scotland, Wales, Northern Ireland DAs funding/costing interactions: Providing you with an understanding of how the DAs are funded and how this may interact with your policy development. KAI will talk to how you need to engage with them on policy costings.
• Case Studies on devolved taxes: Showcasing how certain taxes have been devolved to the DAs and the issues/opportunities that can arise.
