The Global Citizens Club will gather to discuss the merits of repurposing the stranded oil derricks located off Santa Barbara's coastline. With the decommissioning process underway, it is crucial to understand both the potential risks and benefits of repurposing these assets to support renewable energy resources (offshore wind and eventually wave energy) and eco-tourism activities while also promoting the natural growth of marine life reliant upon the rig’s lattice “reef” infrastructure (a.k.a. “rigs to reefs”).

On the one hand, the bases of the rigs currently support vibrant, biodiverse ecosystems that are scientifically ranked as the most productive marine habitats. The derrick frame could also be aesthetically redesigned as an anchor for renewable energy resources and eco-resort facilities. On the other hand, leaving these fossil fuel assets intact without a counterbalancing benefit or revenue stream invites the risk of taxpayer responsibility for environmental remediation. In any case, all oil pumping equipment must be removed, and extraction points sufficiently sealed to prevent any future oil leaks.

We are looking forward to engaging with experts of all perspectives, ranging from local fishers to entrepreneurs to environmental advocates and academic researchers, to discuss the pros and cons. Removing the derricks and restoring the ocean environment will cost oil companies hundreds of millions. Can we engage an old adversary to transform this historical liability into a long-term asset?

This meeting is part of our 2019 series on “Greening our Infrastructure” and focuses on the best-case scenarios related to decommissioned oil platforms that dot the central coast. We ask, can we repurpose defunct fossil fuel assets into structures that benefit the public interest and marine ecosystems, or is the public liability too high for anything besides complete removal? In July, we focused on long-standing housing issues while also considering concepts for creating a “green” and vibrant downtown corridor that retains Santa Barbara’s historic charm. In May, we were delighted by the response to our meeting focusing on Santa Barbara’s Transportation Future which showed vigorous community interest in finding transportation solutions that will work well for everyone and strategies for investing in new modes to quickly transition to a clean, green and sustainable future.
