The class provides an educational overview of the challenges, legal considerations, and best practices for managing homeless encampments. It covers the historical context of homelessness, the impact of failed policies, systemic discrimination, and the effects of the COVID-19 pandemic. We will identify the need for a balanced approach that combines compassion with enforcement, respects legal and ethical boundaries, and promotes collaboration among stakeholders to address homelessness effectively. It also highlights successful strategies and case studies, such as Minnesota's "Crossroads to Justice" plan and Hennepin County's "Housing First" approach.
