Propel San Diego is a grant initiative from the DOD's Office of Economic Adjustment (OEA) designed to provide strategic and sustainable assistance to firms in San Diego who sell products and services to DoD. Partners include the City of San Diego, San Diego Regional Economic Development Corporation, South County Economic Development Council, East County Economic Development Council, San Diego Workforce Partnership, and San Diego Military Advisory Council.
The purpose is to develop a resilient defense supply chain that can stabilize despite changing budget, regional economic, and DoD readiness priorities and increase economic resiliency by mapping the ecosystem, leveraging existing tools to support businesses, promoting commercial diversification strategies, and increasing company to company connectivity to drive new partnerships.
As part of this project the San Diego Regional EDC conducted their largest survey report ever to learn about specific challenges and issues impacting defense companies in San Diego County. The results of that research shed light on the character of the firms operating in San Diego as well as opportunities for the region to shore up local supply chain issues and potential capture more defense spending.

Jesse Gipe currently serves as economic development manager at San Diego Regional Economic Development Corporation (EDC). On behalf of EDC and alongside San Diego Military Advisory Council (SDMAC) and regional peers, he leads the Operation San Diego strategy to support the region's military economy, which includes 16 bases and related infrastructure. Jesse's focus includes advocacy at the local, state and federal level, specific assistance to defense contractors and military installations leveraging the resources of partners across the region. Key areas of focus within the defense ecosystem are unmanned systems and cybersecurity. Both have become major areas of emphasis for Jesse and partner organizations in San Diego.

Under Jesse's leadership, the effective coordination of Operation San Diego has become increasingly important as implementation of the Pacific Rebalance and discussion about a Base Realignment and Closure (BRAC) create unique opportunities and challenges for the region.

Prior to joining EDC, Jesse served as District Representative for the California State Senate where his policy conversations through a series of strategic roundtables with business associations representing a myriad of issues from defense to healthcare.

A native of Southern California and a graduate of UC San Diego with BA in Political Science, Jesse is proud to call San Diego home.

Leanne Anderson is Program Manager for the San Diego Military Advisory Council (SDMAC), a non-profit organization that educates and advocates on behalf of the military in the San Diego region. She is responsible for planning, coordinating, and implementing all SDMAC and SDMAC Foundation programs in accordance with Propel San Diego, a grant initiative from the Office of Economic Adjustment (OEA). She manages the SDMAC and Propel San Diego website and social media feeds and participates in community outreach opportunities focused on increasing awareness of the regional economic impact of the military and importance of diversification of the local defense supply chain. Leanne acted as lead coordinator on the recent redesign and upgrade of the SDMAC Website.
Before SDMAC, Leanne served as Director of Membership and Web Designer for the Naval Helicopter Association (NHA) where she managed 3200+ members and corporate sponsors, 40 squadron representatives worldwide and oversaw online and face-to-face registration for multiple events ranging from 50-1200 attendees.
Leanne holds a Master of Arts in Educational Training and Management Systems with an emphasis in Instructional Technology from the University of West Florida and a Bachelor of Arts in Elementary Education from Transylvania University. Originally from Kentucky, she currently resides in Coronado with her 3 daughters.
