Veteran Business Leadership Association Workshops

The Veteran Business Leadership Association’s primary mission is to serve our  Veterans who are seeking support and assistance with running a business and in their pursuit of New York City Government contracting opportunities.

Topic: Application Assistance: NYC EBE Certification Description: Veterans have qualified for certification as Emerging Business Enterprises (EBE), a program designed to level the playing field for socially and economically disadvantaged business owners. Attendees will gain a greater understanding of the qualifications, application process and NYC preference given to EBEs in NYC contracting during this 90- minute presentation.Instructed by: Mr. Edgard Hernandez, Veteran Business Leadership Association About Edgard Hernandez:Edgard A. Hernandez was the Director of the LaGuardia Community College Procurement Technical Assistance Center (PTAC) at LaGuardia Community College for more than 13 years. The PTAC is a program that provides procurement technical assistance to small businesses that want to sell their products/services to all levels of government. Mr. Hernandez joined the PTAC program in 2008, as a counselor, providing one-on-one counseling to many small businesses throughout New York and Tri-State. Before this position, he operated and owned a small business in Brooklyn, NY which prepared him for appointment as Director of the LaGuardia PTAC in 2009. As a result of these roles, Mr. Hernandez understands the numerous complexities of operating a small business and the niche area of selling to the government. His strong commitment to small businesses and their success. He is committed to assisting small business owners in becoming successful in selling to the government. Mr. Hernandez is a member of the Department of Defense Northeast Regional Council and the Association of Procurement Technical Assistance Centers (APTAC). Under his administration as the Director of PTAC, clients have earned more than 800 million dollars in contracts. In 2009, Mr. Hernandez held the largest Government Matchmaker event in the region. It attracted over 600 attendees (Government Agencies, Prime Contractors, and businesses). Mr. Hernandez in 2017 decided to start Excelsior DBA from the ground up in order to develop new techniques in the field of technical assistance/programing, compliance, and business development for Government and Business.
