Col. Pennington is a well-known expert on emerging technologies and national security challenges in the space domain. He served as principal legal advisor to the Commander of United States Space Command, responsible for conducting operations in, from, and to space to deter conflict, and if necessary, defeat aggression and defend U.S. vital interests with allies and partners.The conversation will address potential vulnerabilities for space-based assets and related critical infrastructure, adequate legal systems and regulatory regimes for safe and secure long-term space development, and opportunities for adjusting existing treaties and norms to prevent an arms race in outer space.
