【湾区沙龙第二期】S386专题：法案，立法流程与公共实践近几个月有个刷爆朋友圈、被视为让中国人办绿卡“十年寸草不生”的移民法案：HR.1044/S386: Fairness for High-Skilled Immigrants Act of 2019。该法案自七月通过众议院以来，热度就直线上升，来自多个州的个人和团体纷纷用行动支持和反对这个法案。为什么一个以“公平”命名的法案会先在众议院高票通过，然后又在全美范围引起巨大争议？这个法案出台的始末是怎样的？“种族”和“国籍”的概念在该法案的语境下有哪些重叠和区分？这次支持或反对的行动在美国参政实践方面有什么启示？本次沙龙将对该法案和相关的立法流程进行科普，并分享一些来自实践的经验和思考。
