Prof. Nick Tilley: 'EMMIE: tenses and tensions in meeting evaluation needs'

Northern Realists Research Team Hub

Prof. Tilley and his team at UCL have developed the EMMIE framework, a rating and ranking system for evaluation.

Professor Tilley and his team at UCL have developed the EMMIE framework, a rating and ranking system that allows users to assess the impact of different interventions and the strength of the evidence against five dimensions:

Effect – impact. Whether the evidence suggests the intervention led to a positive, negative or no impact

Mechanism – how it works. What it is about the intervention that could explain its effect

Moderators – where it works. The circumstances and contexts where the intervention is likely to work or not work

Implementation – how to do it. The conditions that should be considered when implementing an intervention locally

Economic cost – how much it costs. The direct or indirect costs associated with the intervention and any evidence of cost benefits

The model has predominantly been used as part of the Crime Reduction Toolkit to assess the impact of different interventions on reducing crime, but EMMIE has applicability in all areas of evaluation.
