"International Organizations and Japan’s Role in the World"

Amidst a crisis for multilateralism, Japan stands as a leading advocate to sustain the current rules-based international order. Its leadership today is based on a century of experience using international organizations to advance its position in international society. Whether Meiji Japan's effort to prove itself a respectable state that could win itself free of the unequal treaties or post-WWII Japan's effort to re-enter international society after defeat war, Japan has made entry into international organizations a central goal of its foreign policy. Yet it does not join every organization, and often favors working with smaller groups of states. Japan declined to join the Asian Infrastructure and Investment Bank out of concern with the role of China founding the organization, and now faces the problem to deal with China requesting to join the Comprehensive Transpacific Partnership trade agreement. These cases highlight the geopolitical strategies that motivate multilateralism. Not only does membership in international organizations provide a forum for policy coordination, but it also cements the political ties among states. In this way, Japan strengthens the Western coalition of states through its advocacy of a rule-based order.Bio of the speaker:Christina L. Davis is the Edwin O. Reischauer Professor of Japanese Politics in the Department of Government and Director of the Program on U.S.-Japan Relations at Harvard University. Her research interests include the politics and foreign policy of Japan, East Asia, and the study of international organizations with a focus on trade policy. Her research has been published in leading political science journals. She is the author of Food Fights Over Free Trade: How International Institutions Promote Agricultural Trade Liberalization (Princeton University Press 2003), and Why Adjudicate? Enforcing Trade Rules in the WTO (Princeton University Press 2012, winner of the international law best book award of the International Studies Association, Ohira Memorial Prize, and co-winner of Chadwick Alger Prize). Her most recent book, Discriminatory Clubs: The Geopolitics of Membership in International Organizations, is under contract with Princeton University Press. She has several ongoing research projects on the evolving trade order. Education: AB in East Asian Studies, Harvard 1993; Ph.D. in Political Science, Harvard 2001.
