He has published widely on foundational as well as specialist topics of public international law, including in American Journal of International Law, British Year Book of International Law, European Journal of International Law, and Modern Law Review. Martins is a member of the Permanent Court of Arbitration, the OSCE Court of Conciliation and Arbitration, ICSID Panels of Arbitrators and of Conciliators, and the Implementation Committee of the UNECE Water Convention, and was recently elected to the International Law Commission for the 2023-2027 quinquennium.Recent publications: “A Case Against Crippling Compensation in International Law of State Responsibility”, 83 Modern Law Review, 2020/6, pp. 1246-1286.
