Our Navy Today and Tomorrow – Facts, Strategy, and Challenges

Webinar DescriptionOne hundred sixty years ago, on January 30, 1862, to secure President Lincoln&#x27;s successful naval strategy of blockading the rebel states&#x27; major ports during the Civil War (which choked off the Confederacy’s ability to export cash crops or import war materials), the Union launched the Monitor, the United States Navy&#x27;s first ironclad warship. To lift this crippling siege, the Confederate Navy confronted the Union Navy near Norfolk, Virginia, with the iron-hulled Merrimack. While the naval encounter was indecisive (the Merrimack&#x27;s iron ram decimated the Union&#x27;s wooden warships, but the Union&#x27;s blockade continued), this first duel of ironclads ushered in a new era of naval warfare which revolutionized the shipbuilding techniques of the 19th-century empires of Britain, France, Spain Japan, and Russia.While today&#x27;s United States Navy occasionally makes headlines, as when in 2020, the acting Navy Secretary resigned after a bungled response to an outbreak of the coronavirus aboard aircraft carrier Theodore Roosevelt, the public’s understanding of the United States Navy remains fossilized between grade school accounts of the battle of the ironclads and the movie Top Gun. Perhaps adding to the misapprehension of the Navy’s role in our military is that the last time the United States Navy clashed with a foreign nation over a large body of water (100,000 square miles) was in 1944 (during World War II) at the Battle of Leyte Gulf in the Philippines. So why in 2022 do we maintain a massive Navy with 350,000 active-duty personnel and eleven aircraft carriers (China, the second-largest, has two) at an annual cost exceeding 200 billion dollars? To answer this question and to explore the purpose, strategy, size, capabilities, and future of the United States Navy, on Sunday, January 30, 2022, at 2:00 pm, the anniversary of the launching of the Monitor, the Ardsley Historical Society will host a free Zoom webinar entitled &quot;Our Navy Today and Tomorrow – Facts, Strategy, and Challenges,&quot; presented by two esteemed Navy experts: the Hon. Steven S. Honigman, the United States Navy&#x27;s former General Counsel (Senate-confirmed with the equivalent rank of Admiral), and Dr. William J. Parker, III, a prominent authority on national security and conflict resolution. Speaker BiosHonorable Steven S. HonigmanAppointed by President Bill Clinton, the Honorable Steven S. Honigman served as the General Counsel of the Navy – a Senate-confirmed position with four-star equivalent status. During the period of the Vietnam conflict, he was an active-duty member of the Navy Judge Advocate General’s Corps. He has been the Chairman of the American Bar Association’s Committee on Military Justice and the Chairman of the Committee on Military Law of the Association of the Bar of the City of New York. During President Reagan’s administration, he was appointed to be one of three civilian members of a Department of Defense commission to review and revise the Uniform Code of Military Justice. He is a recipient of the Department of the Navy Distinguished Public Service Award, the Navy Achievement Medal and the Meritorious Unit Citation.In his private practice of law, Mr. Honigman specializes in advising and representing companies that do business with the Department of Defense. He has been a member of the boards of directors of a large defense electronics company, a mid-size company that manufactured meals ready to eat for the military, and a start-up company that developed an autonomous reconnaissance sailboat. His pro bono work centers around the reduction of underwater radiated noise from commercial shipping to protect whales and other marine species. He advised and appeared in the Natural Resources Defense Fund’s Emmy-award winning film, Sonic Sea. He is a graduate of Yale Law School.

Dr. William J. Parker, IIIDr. Parker has played a major role in some of the most significant conflict resolution efforts of our time to include efforts on the Korean Peninsula, Europe and the Middle East. He has served as the Chief Executive Officer at the EastWest Institute, a global NGO committed to conflict prevention and resolution with offices in New York, Brussels, Moscow, Istanbul and San Francisco. He is a retired senior naval officer with commands at numerous levels and significant combat experience.An award-winning author, his 2016 book entitled Guaranteeing America’s Security in the Twenty-First Century, is considered a practitioners’ guide to U.S. national security. Dr. Parker has published over fifty articles and co-authored the book Jihadist Strategic Communication. He is an accomplished speaker and frequent guest commentator in global media on issues of national security and the global economy. He appears in, and consulted on, the 2016 Discovery Channel documentary Sonic Sea, which received an Emmy Award for Best Nature Documentary in 2017. Dr. Parker has a B.S. from the U.S. Air Force Academy, an MPA from the Harvard-Kennedy School of Government, and a PhD from George Mason University in Molecular and Microbiology.
