War Surgery: From Aleppo to Kyiv

Dr. Samar Attar, Syrian American Medical Society

Natural disasters and wars generate issues with the provision of humanitarian assistance beyond the initial influx of responders. This session will begin by using local nurses’ and medics’ perspectives to describe life inside front-line and forward hospitals. It will then discuss the principles of war medicine and war surgery in the hostile, low-resource, humanitarian environment as well explore various challenges associated with distributing aid, ensuring safety of personnel and supplies, and maintaining international solidarity and support.

Upholding International Rules, Norms, and the Foundation of Human Rights

Moderator: Allen Weiner, Director, Stanford Program in International and Comparative Law; Director, Stanford Humanitarian Program; Director, Stanford Center on International Conflict and Negotiation

Judge Piotr Hofmański, President of the International Criminal Court

Established in 1998 through an international treaty (the Rome Statute), the International Criminal Court investigates and, where warranted, tries individuals charged with the gravest crimes of concern to the international community: genocide, war crimes, crimes against humanity, and aggression. This session will examine how the ICC helps hold those responsible accountable for their crimes and helps prevent these crimes from happening again.

In 2010 San Francisco Fleet Week established the Fleet Week Center for Humanitarian Assistance, featuring the Humanitarian Assistance Disaster Response (HADR) Program. This invitation only program aims to broaden working relationships and encourage cooperative emergency planning and response amongst political and diplomatic leaders as well as those from local, state, federal, and private sector organizations.  The Senior Leaders Seminar is the keystone of the program.
