Texas State Senator Bob Hall cordially invites you to attend a two day summit on electric grid security. Hear from state and national experts as they address critical security concerns from high-impact threats that could cause a nationwide critical infrastructure collapse for a month or more. This summit will address the Texas electric grid’s vulnerability to ectromagnetic pulse (EMP), geomagnetic solar storms, and cyber attacks; discuss emergency preparedness and emerging protective technologies; and highlight state and federal legislative EMP protection and electric grid security efforts.

Dr. George Baker, Director, Foundation for Resilient Societies:
Dr. George Baker is the Director at Foundation for Resilient Societies and a professor emeritus of applied science at James Madison University. Much of Dr. Baker’s career was spent at the Defense Nuclear Agency (DNA) and the Defense Threat Reduction Agency (DTRA) protecting strategic systems against EMP, including developing DoD's EMP protection standards. He led DNA's EMP research and development program during 1987-94 and served as principal staff for the Congressional EMP Commission from 2002-2008. Dr. Baker consults in the areas of critical infrastructure protection, EMP and geomagnetic disturbance (GMD) protection, nuclear and directed energy weapon effects, and risk assessment. In addition he presently serves on the Board of Directors of the Foundation for Resilient Societies, the Board of Advisors for the Congressional Task Force on National and Homeland Security, the JMU Research and Public Service Advisory Board, the North American Electric Reliability Corporation GMD Task Force, the EMP Coalition, and the National Defense Industrial Association (NDIA) Homeland Security Executive Board.
Bruce E. Bechtol Jr., Professor of Political Science, Angelo State University
Bruce E. Bechtol, Jr., is and a retired Marine. He was formerly on the faculty at the Marine Corps Command and Staff College (2005–2010) and the Air Command and Staff College (2003–2005). Dr. Bechtol served as an adjunct visiting professor at the Korea University Graduate School of International Studies (2006–2007). He was an intelligence officer at the Defense Intelligence Agency from 1997 until 2003, eventually serving as the senior analyst for Northeast Asia in the Intelligence Directorate (J2) on the Joint Staff in the Pentagon. He formerly sat on the editorial review board of the East Asian Review from 2005 to 2009 and served as editor of the Defense Intelligence Journal from 2004 to 2005. He is currently on the editorial advisory board of the Korea Observer (2011–present). He is the current president of the International Council on Korean Studies, and serves on the board of directors of the Council on U.S.-Korean Security Studies. He is the author of North Korea and Regional Security in the Kim Jong-un Era: A New International Security Dilemma, The Last Days of Kim Jong-Il: The North Korean Threat in a Changing Era, Defiant Failed State: The North Korean Threat to International Security and Red Rogue: The Persistent Challenge of North Korea, and he is the editor of Confronting Security Challenges on the Korean Peninsula and The Quest for a Unified Korea: Strategies for the Cultural and Interagency Process. He is also the author of more than thirty articles in peer-reviewed journals
Herschel Campbell, Ronald Reagan Fellow, American Leadership & Policy Foundation:
Herschel C. Campbell is a Research Fellow at the American Leadership & Policy Foundation and a Global Security Analyst for a leading international energy company and a former United States Air Force Intelligence Analyst. Currently, Campbell performs high-level evaluations and assessments of global incidents. In this capacity he originates threat assessments, conducts global asset monitoring, liaises with global regional security centers, briefs executive decision makers, and initiates and distributes worldwide alerts on conflict, terrorism, disease, geopolitical transitions, natural disasters, and socio-economic situations. During his tenure in the Air Force, Campbell worked closely with Special Operations Forces world-wide to provide near real-time intelligence support during high priority POTUS missions in support of the U.S. National Security Strategy.
Mike Caruso, EMP Expert, ETS-Lindgren:
Michael Caruso is Director, government & Specialty business development for ETS-Lindgren. He is a recognized leader in the RF Shielded Enclosure/EMP Protection/ Anechoic Test Chamber Industry with 32-years of experience in project management, engineering, technical applications and business development. He has participated in business opportunities involving start-ups, product launches, budgeting, proposal preparation and project management. Mr. Caruso gained extensive Electromagnetic capability (EMC) testing experience in running an EMP laboratory as VP of Operations. The primary responsibility of the laboratory was to test and certify the Power Electronics of the Boeing 787-8 aircraft. Mr. Caruso chairs ETS-Lindgren’s HEMP/EMP Protect Team through which he has lectured in EMP workshops throughout the United States, South Korea, and Israel in addition to leading EMP facility evaluation teams; publishing several white papers and articles and being the driving force for ETS-Lindgren’s Red Edge Product development.
Gen. Ken Chrosniak, Fellow, EMPact America:
Ken Chrosniak enlisted in the Army in 1965 and went on to complete 37 years of combined service in the Regular Army, Army Reserve, and National Guard, and was advanced to the rank of Brigadier General by New York Governor George Pataki in 2005. He has a degree in Secondary Education from Daemen College, and a Masters in Education from Saint Bonaventure University, and is a 1990 Army War College graduate. Mr. Chrosniak retired from active duty in 1998, where he transitioned to civilian faculty. In 2002, he was recalled to active duty service serving two years on the Joint Chiefs of Staff, where he helped write the National Military Strategic Plan for the War on Terror. He then went on to serve in Baghdad, Iraq, as Chief of Staff of the Strategy Plans and Assessments Office, and later as Commander of the Abu Ghraib Forward Operating Base and detention facility. He has served in varied command and staff assignments in the U.S. and overseas, including Vietnam, Bosnia, Kuwait, and Iraq. Mr. Chrosniak is an active Firefighter with Carlisle Fire and Rescue Company, Ambulance Company, and EMPact America.
Douglas Clark, Architect, Hardened Structures:
Douglas Clark, ALA, NCARB, CPHC Is a licensed architect and Principal with Hardened Structures, Hardened Shelters LLC, one of the oldest bomb shelter design/build firms with projects worldwide. Mr. Clark has 27 years’ professional experience managing complex multi discipline design teams on technology driven projects such as hardened military facilities, Data Centers, Pharmaceutical Laboratories, fortified homes, MRI Facilities, Airport Terminals and hardened alternative energy/back up power generation systems. As head of the design department for Hardened Structures, Mr. Clark is on the forefront of working with clients to develop performance based asset protection for multiple threat hierarchies. These threat hierarchies often include military standard shielding and verification of protection systems to mitigate HEMP/EMP threats in both fixed critical mission facilities and mobile units.
Ambassador Henry Cooper, Chairman, High Frontier:
Ambassador Henry Cooper is Chairman of High Frontier, a company focused on defending America against missile attack—including EMP effects, Director of the Foundation for Resilient Societies and Chairman Emeritus of Applied Research Associates. He was Director of the Strategic Defense Initiative (SDI) during the George H.W. Bush administration and President Reagan’s Chief Negotiator at the Geneva Defense and Space Talks with the Soviet Union. He previously supported U.S. negotiations with the Soviet Union, led development of U.S. space arms control policy and oversaw the Reagan modernization program for USAF strategic and space systems. Ambassador Cooper holds a Ph.D. from New York University and BS and MS degrees from Clemson University, all in Mechanical Engineering discipline.
Scott Fairbairn, Central Texas-Chapter President, InfraGard:
is the President of American Communication Solutions, Inc. (AmCom Solutions) headquartered in Austin, Texas. In addition to managing the entire operations of the company, he has extensive experience in business development and customer relationship management. His thirty year background includes domestic and international channel development, direct sales, market intelligence for emerging technologies such as telephony carrier services, voice biometrics, next-generation fiber optics, and customer contact center software applications. He effectively communicates to varied audiences to successfully secure delivery of information within enterprise and small-to-medium sized business accounts. Mr. Fairbairn is President of the Central Texas FBI InfraGard chapter and works with many large companies and organizations including AT&T, the Wireless Internet Service Providers Association (WISPA), just to name a few. He is a graduate of Auburn University, married 25 years with two sons and an active member of the Central Texas Lacrosse Officials Association.

Kevin D. Freeman is founder and CEO of Freeman Global Investment Counsel, an Investment Advisory firm serving High Net-Worth Clients and Institutional Investors. Kevin Freeman is considered one of the world’s leading experts on the issues of Economic Warfare and Financial Terrorism. He has consulted for and briefed members of both the U.S. House and Senate, present and past CIA, DIA, FBI, SEC, Homeland Security, the Justice Department, as well as local and state law enforcement. His research has been presented in critical DoD studies on Economic Warfare, Iran, and Weapons of Mass Destruction presented to the Secretary of Defense and the Under Secretary of Defense, Intelligence. Frank Gaffney, Founder and President, Center for Security Policy:
Frank Gaffney is founder and president of the Center for Security Policy (CSP) in Washington, D.C. The Center is a not-for-profit, non-partisan educational corporation established in 1988. Under Mr. Gaffney's leadership CSP has been nationally and internationally recognized as a resource for timely, informed, and penetrating analyses of foreign and defense policy matters. Prior to founding CSP, Mr. Gaffney served as the Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy in the Reagan administration. Additionally, Mr. Gaffney was a Professional Staff Member on the Senate Armed Services Committee, chaired by Senator John Tower (R-Texas). In the latter 1970's, Mr. Gaffney served as an aide to the late Senator Henry M. "Scoop" Jackson (D-Washington) in the areas of defense and foreign policy. Mr. Gaffney also hosts a CSP produced National security and Defense focused talk radio show titled Secure Freedom Radio five days a week, where he discusses current issues with a variety of national experts.
Dr. David A. Grantham, Senior Fellow, National Center for Policy Analysis:
Dr. David A. Grantham is a senior fellow at the National Center for Policy Analysis and expert in U.S. national security issues, and international politics and economy. Prior to his work at NCPA, Dr. Grantham served as an officer in the United States Air Force and as a Special Agent with the Air Force Office of Special Investigations (AFOSI). While on active duty, Dr. Grantham conducted and managed counterintelligence and counter-terrorism investigations and operations, both stateside and abroad. Dr. Grantham holds a PhD in history from Texas Christian University and a Master of Science in International Relations from Troy University. He earned his Bachelor of Art in History from University of South Florida in 2004.
Senator Bob Hall, District 2, Texas State Senate:
Senator Bob Hall graduated from The Citadel in Charleston, South Carolina with a degree in Electrical Engineering and received a Regular Commission as a 2nd Lieutenant in the US Air Force. While a cadet at the Citadel he received numerous awards for leadership. He was the only Air Force Cadet selected to be a Battalion Commander and was awarded the coveted Wade Hampton saber as the graduating cadet who had contributed the most to the Citadel during the four years he was a cadet, and was listed in "Who's Who In American Colleges" his Senior year. Upon graduation, Bob began his active duty career at Norton AFB in California as a Systems Engineer working to Harden the Minuteman Missile II System from the Soviet’s nuclear based electromagnetic pulse threat during the height of the Cold War. Shortly thereafter, Senator Hall had an instrumental role in the development of the military’s ground and airborne based EMP detection devices. Today, He utilizes this understanding of the EMP threat as he works to ensure the electric grid in Texas remains resilient to the very worst high-impact threat environments.
Bob Janusaitis, Houston-chapter President and Western Region EMP SIG, InfraGard:
Robert Janusaitis, an InfraGard Houston-chapter member and Western Region EMP SIG coordinator, has over 35 years of experience in risk management including: cyber-security, information systems audit, technology governance, continuity of operations, and emergency management. An innovative problem solver with broad experience spanning numerous sectors including: energy, manufacturing, healthcare, public safety, and critical infrastructure. Mr. Janusaitis is recognized for a positive attitude; and the ability to foster collaborative problem solving among diverse constituencies. A subject matter expert who has delivered hundreds of presentations domestically and internationally, Mr. Janusaitis has held top leadership positions throughout his career. He regularly publishes journal articles, book reviews, and has conducted graduate research for the Integrative Center for Homeland Security at Texas A&M University, Bush School of Government and Public Service. Mr. Janusaitis currently serves as the Technology Chair, and Audit Committee Vice-Chair on InfraGard’s National Board.
Mary Lasky, John Hopkins:
Mary Lasky heads the office of business continuity at Johns Hopkins Applied Physics Laboratory (JH APL) in Laurel, MD. In October, the John Hopkins Applied Physics Laboratory hosted a workshop led by InfraGard and the Maryland Emergency Management Agency. The workshop addressed the medium impact scenario for extreme space weather. She discussed the challenge of engaging extreme disaster recovery scenarios and the steps she continues to take on furthering planning steps. Mary Lasky places a strong emphasis on local communities and their need to be more self-reliant and better prepared to handle scenarios where outside help may be not be available for many months after a disaster which impacts the nation as a whole.
Chuck Manto, National EMP SIG, InfraGard:
Chuck Manto, CEO, has over 25 years of public and private sector technology experience managing high-tech start-ups, Gartner Group's Venture Capital Service, a county Economic Development Corporation, industrial defense conversion, broadband CLEC operations, and this joint venture in critical infrastructure protection. He serves as a strategic advisor to Public Technology Institute, IIIA of James Madison University and the Engineering and Physics department at Frostburg State University. He also has five issued patents and others pending. Created a nationwide EMP special interest group (SIG) within InfraGard in 2011 covering high-impact low frequency events epitomized by the 100 year solar storm and man-made electromagnetic pulse (EMP) or any other threat capable of creating a long-term nationwide collapse of critical infrastructure.
Gale Nordling, President and C.E.O., EMPrimus:
Gale Nordling, President and CEO of EMPrimus, has 35 years of experience as an engineer, risk manager, risk management and insurance consultant, and expert witness. He has been involved with the preparation, negotiation, settlement, litigation, arbitration, mediation, and insurance coverage of over $500 million of claims and contract disputes for engineers, contractors, suppliers and owners including universities, hospitals, states, airlines, casinos, and utilities. Mr. Nordling has been employed by a nuclear utility, a disaster recovery company, national construction company, and international risk management firm. Mr. Nordling served on a national committee to create a national pooled inventory and management of safety related spare equipment for all nuclear plants. The disaster recovery company included some of the largest upper Midwest companies including ConAgra, Cargill, Northwest Airlines, National Car, Gelco, Minnegasco, Northern States Power, and various insurance and banking institutions.
Jack Pressman, Director, EMP GRID Services and Cyber Innovation Labs
Jack Pressman has over 35 years of experience in developing advanced high-availability IT platforms including the design, build, commission and operation of mission critical global IT facilities. Mr. Pressman is Chairman and Executive Managing Director of EMP GRID Services and Cyber Innovation Labs. EMP GRID is a global resilient infrastructure company focused on developing ultra-resilient self-sustaining EMP and Geomagnetic Storm protected enterprise data centers and ultra-secure private cloud computing facilities. He is the regional Director of FBI Infragard EMP SIG, a public-private information sharing organization.
Dr. Peter Vincent Pry, Executive Director, Task Force on National and Homeland Security:
Dr. Peter Vincent Pry is Executive Director of the Task Force on National and Homeland Security and Director of the U.S. Nuclear Strategy Forum, both Congressional Advisory Boards. He was a member on both the Congressional EMP Commission and the Congressional Strategic Posture Commission. Dr. Pry served on the House Armed Services Committee staff, and in the CIA. He is author of Apocalypse Unknown: The Struggle To Protect America From An Electromagnetic Pulse Catastrophe and Electric Armageddon – for those interested, both books are available from CreateSpace.com and Amazon.com. Dr. Pry holds a Ph.D. in Defense and National Security Policy from the University of Southern California.
David Struckenberg, Chairman, American Leadership & Policy Foundation:
David J. Stuckenberg is Chairman of the American Leadership & Policy Foundation and a USAF officer and instructor pilot with 2000 hours flying intelligence, surveillance, reconnaissance, and jet aircraft. As an officer, David has held key positions including: Operations Supervisor of POTUS directed missions, Plans & Programs Officer, Aircraft Commander and Section Commander. As Chairman of the American Leadership and Policy Foundation, David works side-by-side more than 55 innovators and scholars to develop tomorrow’s leaders and advance unbiased strategic research to address America's greatest challenges. He is Harvard National Security Journal published author, and serves on the Editorial Board of the International Journal of Aviation Systems Operations and Training (IJASOT), and the Graduate School Alumni Association Board at George Washington University.
Scott Tucker, Principal, Page Southerland Page, Inc.:
Scott Tucker is a registered Architect, Senior Project Manager, and Principal with the Science and Technology group at Page, a 400-plus person, multidisciplinary architecture and engineering firm. Mr. Tucker has over 30 years of experience leading the planning, design and engineering of biomedical and petrochemical research laboratories, commercial and industrial critical facilities, and other large, complex, and technically sophisticated projects. Mr. Tucker’s recent project experience includes electromagnetically-shielded SCADA facilities, data centers, medical imaging suites, and shielded biotechnology telemetry facilities. In addition, Mr. Tucker is a recognized leader in planning and designing protective solutions for critical facilities threatened by flooding, hurricanes and high winds, explosion, and various other natural and man-made calamities.
Representative Michelle Rehwinkel Vasilinda, District 9, Florida House of Representatives:
Representative Michelle Rehwinkel Vasilinda, District 9, currently serves in the Florida House; first elected in 2008. She serves on the following committees: Energy& Utilities, Education, Higher Education & Workforce (Ranking Member), Highway & Waterway Safety, and Judiciary. She also served as a member of the Agriculture & Energy Committee at the National Conference of State Legislatures in Philadelphia. She hosted the Clean Energy Congress in 2010 and Clean Energy Congress 2.0 in 2013 at the Florida Capitol. Rep. Rehwinkel Vasilinda filed EMP legislation in the Florida House the past three years; was appointed to the Board of Advisors of the Congressional Task Force on National and Homeland Security in 2014; was a speaker at the Power Grid Resilience Conference in San Francisco in 2014; and was responsible for convening the bi-partisan EMP & Cybersecurity Legislative Working Group in 2015. She is a frequent op-ed contributor and has appeared on national and local television and radio. She attended New College, the honor college of the State University System of Florida, from 1977 to 1982, graduating from the University of South Florida, and has her J.D. from the University of Florida Law School. She is a member of the Florida Bar.
John C. White, CNMT, Radiation Safety Officer, VA North Texas Health Care System:
John C. White is a radiation professional with 43 years’ experience. He is a former Nuclear Effects Systems Engineer who was responsible for analysis and design of Nuclear and Electromagnetic Pulse hardening on the communications control systems of major military Command and Control Systems. He is a trainer for the National Disaster Life Support Foundation and makes regular presentations to the National Radiological Emergency Preparedness conference, the Texas Emergency Management Conference, and other professional conferences. He is currently the Radiation Safety Officer for VA North Texas.
Randall K. White, (CEO) for JAXON Engineering and Maintenance, Inc.:
Randall K. White is now the Chief Executive Officer (CEO) for JAXON Engineering and Maintenance, Inc. a Woman Owned Small Business located in Colorado Springs, CO. Mr. White served four years with the US Air Force as a Project Officer in the nuclear hardness and survivability office for the Minuteman ICBM Program Office, at Norton AFB, CA. As a result, the then Lt. White, was/still is the only AF employee (active duty or civilian) who has ever been awarded the USAF Resources Conservation Award for three consecutive years due to saving the government over $80 million dollars of budgeted funds during his four year tenure. His passion began to help the United States military solve some very complex and difficult problems regarding nuclear survivability, and now it has expanded to helping our Allies in Europe, Greenland and Israel. At this time, Jaxon E&M is rapidly moving to assist the American public with some related survivability problems with our infrastructure, such as our nation's power grid, our financial network(s), and our water system(s). Mr. White and his wife of 37 years, Joni, now provide the next generation of exceptional engineering and maintenance program support for specialized and classified government sponsored tasks.
Dan Woodfin, Director of System Operations, ERCOT:
Dan Woodfin is the Director of System Operations for ERCOT, with responsibility for coordinating the 24X7 reliable operation of the electric power system serving the 90% of consumers in Texas, as well as various operational planning, engineering and support activities performed by ERCOT. Dan has 28 years of diverse experience in the electric utility industry at ERCOT, Reliant Energy, CSW Services, and West Texas Utilities after earning both his BSEE and MBA degrees from Texas A&M University. He joined ERCOT in 2003 and has served in various leadership roles, including Director of System Planning, prior to moving into his current position in 2012. He has represented the ERCOT Region on the Planning Committee and the Reliability Assessment Subcommittee of NERC.
Ambassador R. James Woolsey, former Director, Central Intelligence Agency:
Robert James Woolsey, Jr. is a national security and energy specialist and former Director of Central Intelligence who headed the Central Intelligence Agency from February 5, 1993 until January 10, 1995. A lawyer by training and trade, he held a variety of government positions in the 1970s and 1980s. During his 12 years of government service, in addition to heading the CIA and the Intelligence Community, As an officer in the U.S. Army, he was an adviser on the U.S. Delegation to the Strategic Arms Limitation Talks (SALT I), Helsinki and Vienna, 1969–1970. He received his B.A. degree from Stanford University an M.A. from Oxford University, and an LL.B from Yale Law School. Ambassador Woolsey frequently contributes articles to major publications, public speeches, and media interviews on the subjects of energy, foreign affairs, defense, and intelligence.
