Who Is San Francisco's Recovery For? Trust, Fairness, & the Next Gold Rush

Overview

San Francisco is recovering. But will San Franciscans will recover with it, and will they trust the process?

As investment returns, neighborhoods change, the mid-term elections end, and the cost of living remains a challenge, who stands to benefit, and who risks being left behind?

Join Dr. Billy E. Vaughn and Jen Randle for an interactive conversation about trust, fairness, and San Francisco's future. Together, we'll explore what makes recovery feel fair, why trust between neighbors and institutions matters, and how San Franciscans can rebuild a shared sense of community across economic, cultural, and political differences.

This isn't a debate about who's right or wrong. It's a conversation about how we increase inclusion, and what it will take to build a city where more people feel a sense of belonging.

Billy Vaughn, PhD, is a cognitive cultural psychologist (UC San Diego) and founder of the accredited continuing education organization, Diversity Training University International. His company recently completed a six-year contract to train its 6500 SFMTA employees. He is the author of Reimagining Fairness (2025), which received an A-rated independent review from BookLife, was featured in Forbes as one of the 2026 books in its category, and was posted as a resource on the National Law Review. His work helps leaders and institutions think more clearly about fairness, inclusion, legitimacy, and public trust in moments of conflict and change.

Jen Randle’s work is trust, signal interpretation, and institutional coherence—where they build and where they break. She is the founder and co-architect of SGNL, where she partners with CEOs, founders, executive teams, and complex institutions through fracture, accelerated change, and leadership transition, when confidence erodes and the old playbooks no longer serve, helping them detect what is shifting beneath the surface before misalignment becomes crisis. Her clients have ranged from global consumer brands to high-growth technology companies; in 2018 she helped guide Starbucks through a system-wide response following a racially charged incident in Philadelphia, a trust-repair effort that reached more than 175,000 employees across 8,000 stores. That experience reinforced something she now believes deeply: trust is not declared, it is revealed by how systems respond under strain. Alongside her institutional work, Jen developed Intrinsic Wayfinding, a practice for rebuilding self-trust during periods of transition. She lives on the Northern California coast, where proximity to nature and community keeps her own compass calibrated.
