<h3>Book Talk and Lunch</h3>The New Cold War at Sea exposes the growing maritime partnership between China and Russia, revealing how their increasingly coordinated naval strategies—from the Arctic to the Pacific—might threaten U.S. maritime dominance. Drawing on rare Russian and Mandarin sources, Dr. Goldstein offers a timely, eye-opening look at the potential global shift in sea power.<h3>About the Speakers</h3>Lyle J. Goldstein is a Senior Fellow at the Watson Institute for International and Public Affairs at Brown University. At Brown, he is investigating the costs of great power competition with both China and Russia in association with the Costs of War Project at Watson. He is also assisting in the further development of Watson’s China Initiative.Goldstein serves concurrently as Director of Asia Engagement at the Washington think-tank Defense Priorities, which advocates for realism and restraint in U.S. defense policy. In this role, he is overseeing a range of studies that evaluate U.S. foreign policy and defense strategy in the Asia-Pacific region, including with respect to such key flashpoints as the Korean Peninsula, the South China Sea, the Sino-Indian border, and also the status of Taiwan. He maintains expertise in both Chinese and Russian military strategic development, and also has expertise on particular issues in the China-Russia relationship, including especially the Arctic and also Central Asia.In Oct 2021, Goldstein retired after 20 years of service on the faculty at the U.S. Naval War College (NWC) after being promoted by his peers to the rank of Full Professor. During his career at NWC, he founded the China Maritime Studies Institute (CMSI) and has been awarded the Superior Civilian Service Medal for this achievement. He has written or edited seven books on Chinese strategy and continues to work on a book length project that examines the nature of China-Russia relations in the 21st century.Goldstein has his PhD from Princeton, an MA from Johns Hopkins SAIS, and his BA from Harvard. He is fluent in both Chinese and Russian languages, and is now studying Korean. He tweets regularly on both Chinese and Russian strategic matters at @lylegoldstein.Dr. Daniel Markey is a senior fellow with the Foreign Policy Institute at SAIS and the South Asia program at the Stimson Center.Prior to joining Stimson, Dr. Markey served as a senior advisor at the U.S. Institute of Peace, where he focused on India politics, South Asian security, and China’s regional policies.From 2015-2021, Dr. Markey was a senior research professor in international relations at SAIS, where he launched and led the <a href="https://sais.jhu.edu/academics/master-degrees/master-arts-global-policy-magp#overview" title="https://sais.jhu.edu/academics/master-degrees/master-arts-global-policy-magp#overview" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Master of Arts in Global Policy</a> degree program and taught courses in international politics and policy. At SAIS, Dr. Markey wrote <a href="https://global.oup.com/academic/product/chinas-western-horizon-9780190680190?cc=us&amp;lang=en&amp;" title="https://global.oup.com/academic/product/chinas-western-horizon-9780190680190?cc=us&amp;lang=en&amp;" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">China’s Western Horizon: Beijing and the New Geopolitics of Eurasia</a> (Oxford University Press, 2020). The book assesses the evolving political, economic, and security links between China and its western neighbors, including Pakistan, India, Kazakhstan, Russia, Saudi Arabia, and Iran. From 2007-2015, Dr. Markey was a senior fellow for India, Pakistan, and South Asia at the <a href="https://www.cfr.org/" title="https://www.cfr.org/" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Council on Foreign Relations</a>, where he wrote a book on the future of the U.S.-Pakistan relationship, <a href="https://www.amazon.com/No-Exit-Pakistan-Relationship-Islamabad/dp/1107623596/" title="https://www.amazon.com/No-Exit-Pakistan-Relationship-Islamabad/dp/1107623596/" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">No Exit from Pakistan: America’s Tortured Relationship with Islamabad</a> (Cambridge University Press, 2013).From 2003 to 2007, Dr. Markey was a member of the U.S. State Department’s <a href="https://www.state.gov/bureaus-offices/secretary-of-state/policy-planning-staff/" title="https://www.state.gov/bureaus-offices/secretary-of-state/policy-planning-staff/" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Policy Planning Staff</a>. His work focused on U.S. strategy in South Asia, especially Pakistan and India. Prior to government service, he taught in the <a href="https://politics.princeton.edu/" title="https://politics.princeton.edu/" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Department of Politics</a> at <a href="https://www.princeton.edu/" title="https://www.princeton.edu/" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">Princeton University</a> and served as executive director of Princeton’s Research Program in International Security. Earlier, he was a postdoctoral fellow at Harvard’s Olin Institute for Strategic Studies. Dr. Markey is the author of numerous <a href="http://www.danielmarkey.org/publications//" title="http://www.danielmarkey.org/publications//" target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">reports, articles, book chapters, and opinion pieces</a>.
