Ready, Fire, Aim: Regulations Without Technical Guidance


Governments globally are flooding industry with cybersecurity regulations. These regulations are intended to improve the security and resilience of digital products and services. Unfortunately they establish ambitious (aka impossible) legal obligations without existing guidance (technical, standards, definitions, or implementation mechanisms) to meet them. This has created an issue with what regulations require and organizations ability to meet requirements or the expectations for what is required for a company to demonstrate compliance.


This raises the question of why and how is this happening? This session will discuss the historical regulations where technical expertise was able to be applied and some where the technical facts and capabilities were ignored. Examples will include US, European, and PacRim.

MICHAEL F. ANGELO - CISSP, CRISC, CDPSE
OpenText LLC US, Distinguished Technologist

Michael has designed, developed, and deployed security products and architectures in multi-national corporate environments for over forty years. This includes participating, driving, and creating international security standards, corporate policies, national /international legislation, and responding to multi-national regulatory issues.

Michael is a technical contributor to the BIS ISTAC and has been the co-chair of a working group addressing security export regulations. Michael has been on the RSA international symposia program committee from 2012 to 2026. He has also been a speaker at national and international security conferences, including RSA, ISSA, ISC2 and InfoSec. Michael’s position has allowed him to comment on evolving regulations including GDPR, Encryption Decontrol and other proposed regulations.

Michael currently holds 120 U.S. patents, the majority being in the area of security; Additional honors include being a former Sigma-Xi distinguished lecturer, and TCPA lifetime achievement award. In 2011 he was recognized by ISSA as the Security Professional of the Year, in 2013 he was added to the ISSA Hall of Fame; in 2021 he was named as an ISSA Distinguished Fellow.
