Overview

Learn how to identify and report concerning behaviors that may indicate potential acts of targeted violence.

The National Threat Evaluation and Reporting (NTER) Program Office works directly with federal, state, local, tribal, territorial and private sector (F/SLTTP) partners to protect the American people and build capacity to: recognize the warning signs of terrorism and mass violence, triage suspicious activity reporting (SAR), and address threatening or concerning behaviors before an individual escalates to violence.

Through National Programs, Bystander Awareness Training, Terrorism & Mass Violence Prevention Resources, and Partner & Program Support, NTER strategically engages homeland security partners to advance their threat identification and mitigation capabilities, protect public officials, safeguard critical infrastructure, and secure the Homeland.

The Basic Threat Evaluation and Reporting Course (B-TERC) is a one-day, in-person 8-hour training intended for multi-disciplinary federal, state, local. tribal and territorial (F/SLTT) partners to include those involved in homeland security, law enforcement, emergency management education, healthcare, legal, and public safety or security.


Participants are equipped with the tools to identify and report warning signs or observable behaviors that may concern others as well as recognize intervention strategies to move individuals off a pathway to violence. The B-TERC emphasizes the importance of increasing community involvement in seeking help for individuals, and respecting their privacy, civil rights, and civil liberties. Lunch will be provided.

This workshop is made available at no cost to participants through grant funding provided to the Office of Homeland Security, underscoring a strategic investment in prevention-focused training efforts that advance community safety and reduce targeted violence and attacks.
