This plenary panel brings together the expert discussants from the workshop to examine whether the law on state responsibility is in crisis.

State Responsibility in Crisis Workshop plenary panel discussion: ‘Is State Responsibility in Crisis?’ with Professor Moreno-Lax, Professor Paddeu, Professor Stoyanova, Professor Jackson and Professor Hill-Cawthorne. Chaired by Dr. Kathryn AllinsonThis workshop explores whether the secondary rules governing state responsibility can effectively address the current globalised, multilateral context—or whether the regime itself is undergoing a crisis. The workshop papers examine the regime of state responsibility and assess its capacity to address major global challenges. They explore the difficulties the law of state responsibility faces in contemporary contexts, including: (1) determining attribution, (2) establishing causation—both factual and legal, (3) navigating questions of shared or joint responsibility, and (4) identifying the consequences that arise once state responsibility is established.This plenary panel brings together the expert discussants from each session to examine the insights and contributions emerging from their respective panels. These leading scholars will reflect on the broader themes and discussions that have unfolded throughout the workshop. Drawing together the various threads of inquiry, the panel will consider whether the law of state responsibility can effectively address the multi-actor and multi-causal dynamics of today’s global landscape. Against the backdrop of complex armed conflicts, climate change, and mass displacement, the discussion will explore how this body of law can continue to uphold accountability for breaches of international law.This event will be held in-person in the Moot Court, 8-10 Berkeley Square, University of Bristol, Bristol. It will also be streamed online.Panellists:Violeta Moreno-Lax is the inaugural Wübben Foundation Professor of International Law and the Director of the Hertie School’s Centre for Fundamental Rights. Before joining the Hertie School, she was a Full Professor of Law at Queen Mary University of London, where she served as founding Director of the (B)OrderS Centre for the Legal Study of Borders, Migration, and Displacement.Federica Paddeu is an Associate Professor of Law and Derek Bowett Fellow at Queens’ College, University of Cambridge, and a fellow of the Lauterpacht Centre for International Law. She holds a BA in law (Abogado, cum laude) from Universidad Católica Andrés Bello in Caracas, as well as LLM (First Class Honours and Clive Parry Prize) and PhD (Yorke Prize) degrees from the University of Cambridge.Vladislava Stoyanova is Associate Professor of Public International Law at the Faculty of Law, Lund University (Sweden). She is the holder of the Wallenberg Academy Fellowship (2021-2026) awarded by the Knut and Alice WallenbergFoundation and the Royal Swedish Academy of Sciences. As a Wallenberg Fellow, Vladislava leads the project ‘The Borders within: the Multifaceted Legal Landscape of Migrant Integration in Europe.’Miles Jackson is an Associate Professor of Law at the Faculty of Law and the Sir David Lewis Fellow of Jesus College, Oxford. He holds MA and DPhil degrees from the University of Oxford, an LLM degree from Harvard Law School, and an LLB from the University of South Africa. Miles has a range of research interests in general international law, including jurisdiction, immunities, and the law of state responsibility, as well as in public law and in international humanitarian and criminal law.Lawrence Hill-Cawthorne is Professor of Public International Law at the University of Bristol. Previously, he held positions at the John W Kluge Center, Library of Congress, Washington DC, and the Universities of Oxford and Reading.Lawrence’s research interests span a range of topics in public international law, with recent work focusing on international dispute settlement, international humanitarian law, international human rights law, and international criminal law.Kathryn Allinson is a Senior Lecturer in Law at the University of Bristol, where she teaches international and human rights law. She serves as the Director of the Human Rights Implementation Centre, leading the Human Rights Law Clinic, which collaborates with external human rights organisations to support their initiatives and enhance the implementation of human rights globally. Previously, Kathryn was the Director of the Centre for International Law at the University of Bristol and was a researcher on the Horizon 2020 PROTECT project, directed by Professor Elspeth Guild.
