Building Statewide Fidelity: Moving K-12 BTAM From Concept to Operational Reality

This session focuses on the practical “how” of turning Behavioral Threat Assessment and Management (BTAM) from an aspirational concept into a functioning statewide capability in the K-12 sector.

Drawing from Missouri’s implementation experience through the Missouri School Boards’ Association (MSBA), Glen Moore, Director of Threat Management, and the KOI team walk participants through the concrete steps Missouri used to translate intent into day-to-day practice, establishing governance and ownership, defining minimum expectations for districts, building a tiered training pathway, creating usable reporting and triage thresholds, and reinforcing fidelity through coaching, technical assistance, and quality assurance. The discussion centers on real implementation friction points Missouri had to solve, including uneven district capacity, staff turnover, inconsistent documentation, escalation confusion, and the need to align school teams and external partners without overcomplicating the process.
