Session Description: This workshop is designed for existing building owners, new construction project developers, commercial portfolio owners, affordable housing developers and public housing agencies. Session will provide an overview of available local and national financing sources, as well as an overview of the National Clean Investment Fund opportunities. MIF project partners will solicit input on challenges to indentifying and accessing project finance and explore proposed solutions.

Background: With grant support from the Municipal Investment Fund (MIF), the District of Columbia’s Department of Energy and Environment (DOEE) and DC Green Bank (DCGB) are partnering to develop new underwriting standards rooted in building science to support the financing of qualified projects meeting requirements for the National Clean Investment Fund (NCIF). The Municipal Investment Fund (MIF) is a transformative opportunity for communities across the US to develop finance-ready project pipelines that will unlock private investment, create jobs, lower energy costs, and improve life for all Americans. ICLEI-Local Governments for Sustainability USA is partnering with the Coalition for Green Capital(CGC) to offer market-building funding and technical support to help communities — Local governments, Tribes, and their partner not-for-profit organizations — to develop public-private partnership plans that can accelerate the deployment of capital to clean energy projects.
Project Description: DOEE and DCGB will host convenings to develop underwriting standards that use Investor Ready Energy Efficiency (IREE) certification from the Green Business Certification Inc’s (GBCI's) Investor Confidence Project (ICP) as the basis for an enhanced lending process for investments in NCIF qualified projects. Hosted by DOEE, GBCI will provide a series of workshops that train stakeholders like local lenders, building owners, developers, and service providers to encourage the adoption of IREE, alongside DCGB, for structured project origination. Feedback from local stakeholders will help DCGB refine lending criteria for DC’s MIF Public Private Partnership Plan, identify potential qualified projects to pilot test IREE certification, and train local project developers in ICP protocols to ensure high-quality project origination procedures become the norm across the region.
The project will establish new lending practices by creating a local ecosystem of project developers and third-party reviewers that will generate economic opportunities for local contractors, consultants, and lenders while attracting outside investors and private equity by bringing a new level of certainty to financing energy efficiency opportunities. Creating a financing program utilizing IREE certification and ICP’s existing network of Project Developers and Quality Assurance Assessors will intentionally structure a retrofit and decarbonization market that quickly connects qualifying projects with favorable financing terms. Standardizing underwriting terms and origination protocols will generate economies of scale and reduce borrowing costs for owners seeking to implement energy efficiency and decarbonization projects. Reliable project origination standards will also help building owners evaluate origination proposals from contractors and will guarantee owners receive the same quality service with standardized deliverables that meet DCGB program requirements.
