Naloxone (Narcan)

Naloxone (Narcan) is a medication that reverses an opioid overdose.

Harm Reduction

Harm reduction fits into a global movement for social justice built on a belief in, and respect for, the rights of all people, particularly those who use drugs or trade sex. In addition to autonomy, it values community care over isolating punishments, and it considers the structures of racism, ableism, class inequality and other structural oppressions which render people of color, disabled/chronically ill/those living with serious mental illness, and poor and unhoused people in particular at higher risk for dangerous drug use and overdose, dangerous working conditions in criminalized economies like the sex trades, and dangerous relationships within these contexts.

Statistics

  • In New York City, rates of overdose death are the highest since reporting began in 2000
  • The rate of overdose death increased to 39.4 per 100,000 NYC residents in 2021, compared with 31.6 per 100,000 in 2020.
  • Black New Yorkers had the highest rate of overdose death, and the largest absolute increase in rate from 2020 to 2021 (39.8 vs. 53.5 per 100,000 residents).
  • For the fifth year in a row, fentanyl was the most common substance involved in overdose deaths, present in 80% of overdose deaths in 2021.
