The DC Department of Small & Local Business Development is a DC government agency that provides support, training, and technical assistance to all small and local businesses and aspiring entrepreneurs in the District.

In the District of Columbia, sports betting can be conducted in any type of business and that creates a terrific opportunity for restaurants, bars, and local stores to add a new experience for their customers. Come and learn more about the Class B license and certified business enterprises (CBEs) application processes. The session will include information about how to become a CBE. You will hear from Brian Vasile, owner of Grand Central LLC, who is in the process of restructuring his successful Adams Morgan restaurant into a sports book. Burt Foster, from the Office of Lottery and Gaming (OLG), will provide information on the requirements for opening a Class B sports betting operation. Brian Vasile opened Grand Central LLC, a highly popular entertainment company which has applied to bring sports wagering to Adams Morgan. With over 30 years' experience, Brian is an eminent figure in the District’s food and beverage industry with a reputation for high integrity, compassion and business savvy. He will be joined by Robert C. Lo Giudice, who is the US Head of Legal Affairs for Elys Game Technology, which will serve as the management service provider to Grand Central. Elys provides Class B Operators comprehensive end-to-end solutions for a fully integrated stack of cloud applications, platforms and systems which are supported by a team that is experienced and knowledgeable in every aspect of the Sports Betting and iGaming business. This Nasdaq-listed company is a B2B global gaming technology company and operates in multiple countries worldwide. It also has B2C online and land-based gaming operations in Italy.Mr. Foster is a seasoned criminal investigator and forensic accountant with over 27 years of federal government experience working for the US Postal Inspection Service, US Treasury Department’s Office of Inspector General, the Internal Revenue Service and the Commonwealth of Virginia. Mr. Foster joined the OLG’s Regulation and Oversight Division as the Audit &amp; Compliance Officer in 2020.
