The ocean is a commons.  Should data collected with public funding be Open, human and machine readable for anyone to use for any purpose from time it is collected?  Or should scientists, governments, and industry have the right to lock up the data until they publish findings? Who are we.Steven Adler is CEO and founder of The Ocean Data Alliance.The Ocean Data Alliance had its launch at The United Nations, and is working on business solutions to critical ocean challenges.Prior to The Ocean Data Alliance, Steven was IBM's Chief Data Strategist and member of the IBM Academy of Technology Leadership Team. He helped invent Internet Insurance and the Data Governance Industry. He served on the US Commerce Department Data Advisory Council, NY Civil Liberties Board of Directors, and was a co-chair of industry standards committees at W3C and OASIS. He holds four patents and two US President's Volunteer Leadership Awards, has co-authored marine science papers, white papers on Smart Cities, and gave a TEDx Talk on Africa Open Data. Michèle Barbier is CEO and founder of the Institute for Science and Ethics. Michèle obtained her PhD in Life Science, Cell and Molecular Biology, Univ. Pierre &amp; Marie Curie, followed by Post-doctoral work with NOAA, Institute Pasteur in Tahiti and Ifremer. Founder and CEO of the private Institute for Science &amp; Ethics, her objective is to develop an ethical dimension in science and innovation and to promote the sustainability of the ocean and the access to knowledge to all. The resilience of the Earth system through the involvement of the various actors in their field of activity is at the heart of her activities. She is the author of the ethical recommendations for ocean observation in which the scientific community is called for responsibility. She is also Ethics Expert for the European Commission and the IAPG France Coordinator - International Association for Promoting GeoEthics, ((IAPG). More information here: https://orcid.org/0000-0003-3845-6233Pier Luigi Buttigieg is a Digital Knowledge Steward and Senior Data Scientist working in the Earth and Environment branch of the Helmholtz Metadata Collaboration. He is also leading the technical implementation of the IOC-UNESCO Ocean InfoHub and Ocean Data and Information System. He researches and develops advanced, operational-grade, and internationally adopted knowledge representation (KR) technologies for ecology, planetary science, and Sustainable Development. He applies these solutions in mobilising and analysing complex and high-dimensional data sets, while leading community efforts to enhance global interoperability, particularly in the marine life sciences. Pier Luigi's primary goal is to use data science to better bridge scientific data, information, and knowledge with operations, applications, policy, and society.
