PUBLIC HEARING # 2-Ord 8398 DOCKLESS BIKE SHARE LICENSING UPDATE AND E-SCOOTER CHECK IN

Public HearingsCouncil also frequently holds public hearings, often before they vote on a new policy or make a decision on a proposed ordinance or change to city code. The public may speak to public hearing items when such hearings are scheduled.Community members wishing to speak during a public hearing will be required to register in advance online.There is no limit to the number of individuals for public hearings. Interested community members must register by 5 p.m. the day of the meeting. Council will determine the length of speaking time for public hearings based on the number of participants. This time is usually three (3) minutes. If fifteen (15) or more individuals sign up to speak, the time is reduced to two (2) minutes.Pooling Time: Participants may pool time for public hearings for up to five minutes. Pooling time requires three (3) participants – one (1) designated speaker and two (2) other individuals who are willing to cede their time to the designated speaker. The individuals who wish to cede their time must also sign up in advance and be present in the meeting to verify their intention to donate additional time to the person who will speak.Participants may only register for themselves (not for family members, friends, etc). Registration for a Public Hearing begins at 6 p.m. on the Thursday before the meeting and ends at 5 p.m. the day of the meeting.Community members registering to speak at a public hearing will receive an email confirmation from Eventbrite, which will include the link to access the meeting. Please do not share this link with others.The clerk’s office will email all registered individuals with a list of participants indicating the order of speakers between 5 and 6 p.m. the night of the meeting. At this time, public participation at council meetings is available through audio only. The city is unable to display presentations or visuals from community members during council meetings, but those testifying are welcome to send these materials to <a href="https://council@bouldercolorado.gov " target="_blank" data-msys-clicktrack="0" rel="nofollow noopener noreferrer">council@bouldercolorado.gov.</a>Note: All correspondence to City Council is considered public record.
