The Haunted Railroad is operated by the Society for the Preservation of Carter Railroad Resources, Inc. (SPCRR) in association with the East Bay Regional Park District.

The SPCRR is a nonprofit 501(c)(3) corporation operating The Railroad Museum at Ardenwood.  The museum focuses on the preservation, restoration, and interpretation of narrow gauge railroads in California.
