DSNY Bureau of Commercial Waste
The DSNY Bureau of Commercial Waste is responsible for implementing the wholesale reform of the City’s private carting industry through the Commercial Waste Zones program (CWZ) to improve service for businesses, protect worker and pedestrian safety, increase recycling diversion rates, and reduce vehicle miles traveled as well as harmful emissions from waste hauling vehicles. The Bureau also provides education on hiring a private carter, avoiding violations relating to the commercial recycling and organic rules, the ban on single-use foam food containers, and other commercial requirements.
