Founder Bio

Dr. Zoee Bartholomew, widely known as Dr. Behave, is a Special Education Consultant, Professor, Behavior Specialist, and Subject Matter Expert in IEP practices and compliance.

With over two decades of experience, she has served as a Support Staff member, Special Education Teacher, Behavior Specialist, Program Director, Advocate, and Professor. She is a Subject Matter Expert for California IEP initiatives and has contributed to statewide educational panels and standards review processes.

Dr. Bartholomew is recognized for her ability to bridge theory and practice—helping parents navigate IEP meetings with confidence and supporting educators in strengthening case management systems, behavior supports, and defensible documentation practices.

Her work focuses on clarity, structure, and building sustainable systems that improve outcomes for students with diverse learning and behavioral needs.
