Raising Voices Coalition
Raising Voices Coalition is a 501(c)(4) nonprofit based in Arizona, led by parents and caregivers who built this organization because the systems meant to serve the disability community were too complicated, too slow, and too easy to ignore.
We are not a policy think tank. We are caregivers, self-advocates, and direct care workers who show up at the Arizona Capitol, sit in committee meetings, and track legislation in real time so our community doesn't find out about a change after it's already too late to respond. As a 501(c)(4), we can directly lobby legislators, something most disability organizations in Arizona are structurally unable to do.
Our community spans the full range of people affected by disability policy. Parents and family caregivers navigating Medicaid, DDD services, and IEPs. Adults with disabilities who use assistive technology or caregiver support and want a direct hand in shaping the policies that govern their own lives. Direct care workers and provider agency staff who show up in homes every day to make care possible. If disability policy touches your life, you are part of this community.
We have a track record of moving people into action and getting results. In 2025, hundreds of emails from parents, providers, and self-advocates helped secure an increase in Arizona's Division of Developmental Disabilities funding during a budget crisis. Years earlier, a single Facebook group with no website and no budget grew into a grassroots campaign that led to $122 million in GAP funding. Our board vice chair was directly instrumental in passing Arizona's universal changing tables law.
We work with legislators on both sides of the aisle, and we mean it. Our board is politically diverse. We don't endorse candidates, and we don't tell our community how to vote. What we do is make sure the people who depend on these services have a seat at the table, regardless of who holds the majority.
Raising Voices Coalition. Because the people living this reality should be the ones writing the policy that governs it.
