The Safety and Enforcement Division of the CPUC, Risk Assessment Section, will host a workshop on an active safety rulemaking on December 3, 10 am to 4 pm, in conjunction with Pacific Gas & Electric Company at the Commission’s Auditorium in San Francisco. The rulemaking seeks to determine, among other things, whether utility customers are capable of credibly identifying and reporting hazards involving PG&E assets so as to reduce risk of ignition.

Workshop slides are available here https://eecoordinator.info/wp-content/uploads/2019/12/CPUC-Workshop-Agenda-Mobile-Application-120319.pdf

Workshop 1 will have PG&E staff present and explain envisioned pilot software attributes and purpose; new rules and guidance the utility believes are necessary and helpful to enable the pilot and its success; the pilot rollout plan including timing and duration, geographic and demographic targets and sample size, and marketing and media support; existing examples of utility safety reporting web platforms, and any aspects of the safety-reporting pilot project which may not entirely comport with CPUC directives but which may be desirable and necessary.

Ample time will be reserved for program Q&A. Intervenors, stakeholders, and the public are encouraged to attend and provide perspective and input.

A.19-07-019, the Commission proceeding to oversee PG&E Application Seeking Approval for a Pilot to Develop and Assess the Merits of a Public Safety Reporting Mobile App as Ordered by the Commission in I.19-06-015, will establish pilot project parameters including targeted test population, essential software features, criteria by which to determine program success, industry benchmarks, and appropriate allowable deviations if any.

A proceeding Ruling and Scoping Memo has been made available. It outlines the critical issues to be addressed within the rulemaking and provides a schedule of key dates and milestones. It is available at http://docs.cpuc.ca.gov/SearchRes.aspx?docformat=ALL&docid=319752909
