About the Presenter

Ailsa (Elsa) Kellam is the Program Manager for ODOT’s new Small Business Development Program. She brings over 25 years of experience in program development, change management, and business consulting. Prior to joining ODOT in 2024, Ailsa was a Business Strategy Coach for the U.S. Small Business Administration and held leadership roles in higher education and Chambers of Commerce. Her educational background includes an MBA in Human Resource Management and a BS in Marketing. She also holds Prosci® Change Practitioner, SHRM-SCP, and ICF-ACC certifications.
