Navigating the Overlap Between Civil Rights and Campus Safety

Behavioral Intervention and CARE teams play a crucial role in identifying, assessing, and responding to concerning behaviors, while collaborating with campus partners to support student safety and well-being. Increasingly, these teams operate at the intersection of Title IX and Title VI, where responsibilities related to discrimination, harassment, and sex- and race-based misconduct overlap with behavioral and threat assessment processes.

This session will provide a structured, practical framework for effectively coordinating cases that involve both Title IX/Title VI concerns and BIT/CARE referrals. Presenters will address how to align information-sharing practices with institutional policy and federal regulations, clarify roles and responsibilities across offices, and manage timelines, documentation, and compliance obligations without compromising student support, equity, or due process. Participants will leave with a clearer roadmap for navigating points of tension and potential gaps between these functions, improving both risk management and institutional responsiveness.

Learning Objectives

By the end of this program, participants will be able to:

  • Differentiate the core functions, authorities, and legal obligations of Title IX, Title VI, and BIT/CARE teams, and describe how these roles intersect in complex student cases.
  • Apply compliant and practical strategies for information sharing, documentation, and case coordination that protect privacy, support equitable treatment, and meet regulatory expectations.
  • Implement a structured approach for resolving common conflicts and ambiguities between offices (e.g., parallel processes, interim measures, safety planning, and referrals) to enhance accuracy in assessment and effectiveness in risk mitigation and management.
