Every service provided by a city, county, or state agency has some level of technology and sensors to support that service. For the past 30 years Intelligent Transportation Systems was one of those technologies. Today, in a method to gather and act upon the data provided by those technologies, agencies are able to provide better levels of service to the constituents. This is the basis of smart community technologies.


Kevin Comstock’s career spans over 40 years in the transportation industry. Currently, he serves as a Director of Transportation Systems with KCI Technologies developing ITS, and TSMO Programs, and assisting clients in drafting grant proposals and strategic planning programs. He previously served as the Smart City Director for the City of Chattanooga, TN., Transportation Manager 2 with the Tennessee Department of Transportation, and as ITS Project Manager for the City of Franklin, TN. Each of his previous positions involved the design and construction of numerous transportation and telecommunications, with his specialties including project management, strategic planning and collaborative team building. Kevin serves on The University of Tennessee at Chattanooga’s Center for Urban Informatics and Progress (CUIP) Advisory Board and as the Technical Knowledge chair for the membership committee of the Southern District of ITE. He and his wife of nearly 48 years spend much of their time with their five grandchildren and traveling.
