The Higher Education Act of 1965, as amended, defines an HBCU as: “…any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association.
These HBCUs were founded and developed in an environment of legal segregation and, by providing access to higher education, they contributed substantially to the progress Black Americans made in improving their status.
February 25, 1837, Cheyney University of Pennsylvania became the nation's first Historically Black College and University (HBCU). As of 2020, there were 101 HBCUs located in 19 states, the District of Columbia, and the U.S. Virgin Islands.
