How Contractors can Benefit from Innovative Procurement Methods like OTAs, CSOs, and CDMs (1 PDH)
This webinar presentation will address the Government’s increasing use of Innovative Procurement Methods, including Other Transaction Authority (“OTA”) agreements, Commercial Solutions Openings ("CSOs"), and Collaborative Delivery Methods ("CDMs") and how contractors can benefit from these kind of procurements. These innovative procurement methods differ from traditional project delivery methods such as design-build, design-bid-build, CM at Risk, and the like, and continue to gain traction with federal agencies in the A/E and construction arenas due to their flexibility, lack of mandatory requirements, and the ability to maximize participation and collaboration among the key stakeholders.
LEARNING OBJECTIVES
- Attendees will understand the purpose and scope for the use of OTAs, CSOs, and CDMs by federal agencies;
- Attendees will understand how to find, compete for, and negotiate contracts for OTA, CSO, and CDM opportunities;
- Attendees will understand the operational and legal pitfalls that come with the use of OTAs, CSOs, and CDMs.
Learning Units
This virtual session offers one (1) Professional Development Hour (PDH) certified by the SAME DC Post for live participants.
CAPACITY
This event is limited to 100 attendees. Once capacity is reached, the event will be "sold out" and will no longer accept registrations to attend. Only registered participants will receive the PDH certificate and opt=in attendee list after the live session. A copy of the presentation slides and recording will be available on the SAME DC Post's website after the webinar.

Doug is a partner at Fox Rothschild LLP in Washington, DC, and is a contracts attorney and litigator who represents national and international government and commercial contractors in the A/E, defense, health care, engineering, IT, large-scale construction / infrastructure, manufacturing, and services industries with all manner of complex contract, compliance, and litigation issues.
Doug assists clients with: drafting contract / subcontract documents; assessing contract risk; conducting due diligence; negotiating contract terms; performing and administering complex contract work; and litigating all manner of contract issues and disputes. Doug represents contractors with local, state, and federal bid protests; preparing and litigating requests for contract adjustments (REAs); litigating complex claims under the Contract Disputes Act; and litigating breach of commercial contracts.
Doug is a Board Member for the SAME DC Post and active in the NOVA and Blue Ridge SAME Posts as well. Doug is a Colonel in the Marine Corps Reserve and advises commanders on cyber, operational law, military justice, and civil law issues. He has a Top Secret security clearance and represents clients with classified bid protests, contract claims, and other matters.

Keeley represents companies doing business with the government in a full range of government contracting matters, from bid protests and compliance with the Federal Acquisition Regulation to government investigations, claims and False Claims Act (FCA) litigation.
